Prior Experience: Served ten years in the Utah House of Representatives(1997-2006)

The League of Women Voters has made every effort to present accurately the candidates' responses as they were submitted.

  1. If elected, what two things do you hope to accomplish as a member of the House of Representatives for the people of Utah ?

    As a representative, I intend to ensure that every child has a quality education, and I will work to enact ethics reform and accountability in our State Legislature.

  2. How would you address the following issues? (Please answer each question in 200 words or less.)
    - Adequate funding for education, including funding for disadvantaged populations such as non-English-speakers and prison inmates


    Priorities for education funding should be focused on classroom size reduction, attracting and retaining the best teachers, and increasing per pupil spending to match the rest of the country in per pupil spending.

    - Energy resource development and clean air

    As energy prices continue to rise, it is evident that we must stop relying on foreign oil as our only fuel source. With abundant renewable energy resources, Utah needs to move the state and nation forward by becoming a leader in promoting renewable energy development. Any development of fossil fuels should require responsible extraction with minimum impact on the environment and we should continue our accountability for clean air and pure water.

    - Water development and conservation

    Water conservation should be a high priority with every Utah citizen to help to ensure that we will have enough water for future generations. Comprehensive conservation efforts should combine efforts made by residents, government, and businesses. Water development remains an important aspect in ensuring that the state will have enough in the water distribution system to meet the needs of citizens and economic growth. Attention should also be directed to maintain in stream flows and access by citizens for recreation. 

    - Better communication between elected officials and their constituents

    Representatives need to reach out to their constituents through communications like town hall meetings, surveys, newsletters, and responding to constituents’ letters and being available by phone and e-mail contact throughout their term in the State Legislature. We should have a government with all meetings open to citizens guided by similar criteria we have for our city governments. Above all a legislator should be directly responsible and accessible by citizens in their own district that elected them. 

  3. If the State had a revenue surplus of $100 million, how would you allocate the money? (Response should include $______________ for ________________________________.

    It depends on the source of the surplus. If the source is income tax related, all those funds ($100 million) are to be dedicated by law to public education and are required to be directed to education. If surplus funds are from other sources and those funds are because of normal economic growth and population in-migration, we should allocate funds to most needed areas first in order of education, public safety, and law enforcement. Based on the total number of households in Utah (900,000 plus) if we were to return those dollars to citizens the amount would be less than 30 cents per day per household (less than 8 cents per day per person). If the source of surplus was because of sales tax, we should remove the total amount from tax on food.
