Questions

The League of Women Voters has made every effort to present accurately the candidates' responses as they were submitted.

1. What does the State Auditor do?

The main duty of the State Auditor is to perform financial and legal compliance audits on the State of Utah's annual financial report.  We also perform compliance audits on federal funds received by the state, and individual audits on various separate entities within the state such as colleges and universities.  We establish budgetary requirements for all local governments and review budgets and independently performed audits for completeness, adherence to standards, and compliance with legal requirements.  We train local government officials and independent auditors performing audits on local governments in applicable accounting principles and auditing standards.  We investigate hotline complaints for instances of governmental fraud and abuse, and perform performance audits on state government operations.  We also provide input to the legislature on laws regarding fiscal matters and problems noted during our audits.

2. If elected, what two things do you hope to accomplish for the people of Utah?

  1. I would try to Expand the performance audit capability so that we will be looking at the delivery of services.  Right now we look to see that funds are accurately reported as expenditures take place, but very little work is done on to determine if a program is working properly or that the right population is being served.
  2. Continue to work with local governments so that they will have greater accountability to the citizens of their government.  Local leaders are sometimes too reluctant to provide information to people who have a right to the information.
