HB90 - Income Tax Amendments. Please contact the members of the House Revenue and Taxation Committee before Sunday evening to ask for their positive vote on HB90. HB90 would provide approximately $100 million more for education starting in 2011. The bill proposes making the income tax progressive once again, by increasing the tax rate from 5% to 6% on the portion of personal income above $250,000 and to 7% on the portion of personal income above $750,000. All of the increased revenue would be required to be used for public education and higher education.
The League of Women Voters of Utah’s positions on education, in brief, are:
· The League supports adequate financing of the public schools to ensure quality education.
· The League supports action to promote economic development through quality public and higher education.
The League’s position on taxes, in brief, is: Utah income taxes should be more progressive. The League adopted this position in 1992. Since then, Utah’s income taxes have become flat and currently are not progressive. HB 90 would introduce some progressivity in the income tax structure.
