SB 52 is in HOUSE BUSINESS AND LABOR this morning. It authorizes health
departments to issue annual permits for tanning bed businesses. The
business would be required to post warnings about the dangers of tanning,
require protective eyewear and get signed parental consent for kids under 18.
HOUSE EDUCATION will hear two school discipline bills. HB 286 clarifies
that state policy guidelines regarding disruptive students apply to charter
schools as well as other public schools. It also states that disruptive
behavior is against the law. A student who is disruptive 6 times a year
can be cited for habitual disruptive student behavior and referred to
Juvenile Court.
HB 212 also addresses student behavior. It asks the state school
superintendent to research ways of rewarding and recognizing students for
good behavior to keep them in school. A report on the results of their
research would go local schools and school boards and to the Education
interim committee.
SENATE JUDICIARY, LAW ENFORCEMENT AND CRIMINAL JUSTICE
will vote on HB 32, which converts a parent-time pilot project into a statewide
program. The project aims to solve child custody disputes between divorced parents
through mediation and other services.
Also before the committee is HB 15 which would allow the state Office of
Recovery Services to suspend the driver's license of a parent who was 60
days or more in arrears in paying child support. A temporary limited
license would be issued if needed for work, school or child visitation.
SENATE NATURAL RESOURCES AGRICULTURE AND ENVIRONMENT will
hear HB 97, which creates a $2 contribution checkoff on motor vehicle registrations.
The money would be used to protect access by off-highway vehicles to public
lands and to educate the public about OHV use.
Also in committee, SB 243, Direct Entry Midwife Amendments, defines a
normal birth and clarifies when midwives should call for consultation or
transfer a laboring mother to the hospital
This afternoon lawmakers will be on the House and Senate floor from 2 to 4.
Then Executive Appropriations meets from 3 to 5 in W 135 to approve base
budgets for Public Education and for Transportation, Environmental Quality
and the National Guard.
